Short answer, YES. California AB 604 was amended in 2015 to clarify newer types of 'Electrically motorized boards' not made/built with a gas-powered motor. Many local law enforcement employees and park rangers are ill-informed about the amended bill. We are making efforts to notify Parks and Recreation about wrongful stops. Ref. (Section 1 sec. 313.5). In California, most public roads are regulated through the Department of Motor Vehicles (DMV). Here is the list of the classifications DMV has compiled for e-bike access and safety.

Park and Recreation areas have also used this classification for allowing riders in trail areas.
Riders should yield to all local law enforcement, park rangers, and lifeguards. Public Safety is their number one priority and as riders, we must be mindful of how and where we are riding. If applicable, explain DMV e-bike classifications and AB-604 to them and discuss why they stopped you in the first place. Always ride safe!
Many newer types of micromobility devices are being introduced every year. Some companies are creating and inventing different types of micromobility devices. It's not just bikes and scooters any longer. Electric skateboards, hoverboards, platforms, unicycles, and one-wheeled devices are part of a new resurgence of micromobility on our public streets and parks. Regulations have not been implemented for these different devices. Our Mayor and City Attorney's offices manage local enforcement departments. We have noticed that some municipalities are starting to adopt guidelines due to the rapid growth of micromobility devices.
